What is a good target heart rate to burn calories?

I am getting a heart rate monitor today. What should my heart rate be in order to burn more calories. Isn't it the higher heart rate the more calories you burn?
My normal heart rate is around 100. its a little on the high side sometimes.
Do you recommend any certain heart rate monitor? I don't wanna spend over 40.00

Polar heart rate monitor question?

Anyone know the difference between the RS800G3 and RS800sd models? Which one is more suitable for a long distance runner?

From what I can work out, it's the sd model I'm after, but I want to make sure before spending all that cash!!!

The Polar website isn't too helpful!!!
